If the user chooses not to proceed with the REX and wants to delete it from the NEXDOC database, then based on the current status of the REX, submit a Withdraw or Cancel message.
REX status - Up to FINL then select Message Type "Withdraw" on REX Header and then Submit the REX.
The message will be sent to NEXDOC to delete the REX from their database
